Ok, update from my end.
I purchased one of these vests and it is one hell of a deal.
At first I was concerned about ordering from Israel (just because it is so far away) but I figured I could get a refund from Paypal if something happened.
I ordered it and it took about a week and a half to arrive. It is really good for the money. Even for being a IIIA vest, you can hide it under a slightly baggy t-shirt and it has fully overlapping side panels for maximum protection.
Well worth the money.

I have had good communication through email with someone at that company.
And, they have very good Ebay feedback along with an actual link to their website on their Ebay page.
I am pretty sure they are legit, but I'd like to thank you for your input.
Also, they are based out of Israel and the vests actually ship from Israel, maybe that's why you had trouble calling them?
