Having 999 HP, 999 MP, a speed of 50, a physical attack of 99, and a magic attack of 99 seems like you'd have to use a Gameshark or the related in order to have. It turns out that it's entirely possible to have such stats without cheating, rather, exploiting a weakness/design flaw in the game. You've seen the basics for stat-raising, now I'll strap a rocket to the process and fire it off. I'll show you the fastest method I'm aware of, for both basic stat raising and the case of when the stat-raiser is a mime. Unseen in the video is the disabling of messages, effects, and the displaying of gained exp and JP. Phase 1 goes from taking an hour to just 40 minutes. Phase 2 goes from taking 2 hours to taking just 1 (and opens up the possibility of getting 50+ levels within 10 minutes).
Consider reading my GameFAQs guide. It goes into far more detail than these videos do, considering that there are some prerequisites. You should be able to meet most of these pretty quick though.

It's useful to avoid the movement penalties from water. If your move stat is 6, you'll move either 3 or 2 panels in water (the latter is a rare case). By adding the "float" status effect, you'll be able to move the full 6 panels. On top of that, you can also act while over a panel of water 2 blocks deep - you couldn't do that in water (though this doesn't apply to this area). I just have a habit of using it for the movement (ever wonder why my Ramza's move is 8?).
