Camp Pendleton Replacement Hospital

A crowd of hundreds of construction workers, NAVFAC SW and Navy Medicine West employees gathered in front of the five-story steel framework that will soon become the replacement Naval Hospital at Camp Pendleton, California. The attendees cheered during the "topping out" ceremony, a construction tradition that dates back to early Nordic times when the highest beam is signed by those who helped construct the building just before hoisting it into place. The $500M+ ARRA project is the largest stimulus project within the Department of the Navy, is currently 1 month ahead of schedule, and has become iconic for the collaborative teamwork involved to make the seemingly difficult schedule of 4 years a reality. The Contract Completion Date of the project is 7 January, 2014.

The team consisting of NAVFAC SW, Clark-McCarthy, A Joint Venture, HDR inc., recently competed and won the California Team Excellence Award, edging out opponents from Sharp Healthcare and Boeing, to name a few. Although the announcement is unofficial until all entrants are notified via mail, the collaborative team is scheduled to compete in Anaheim, California in an international competition; ultimately seeking the Malcolm Baldrige National Quality Award.

Background of Camp Pendleton Replacement Hospital Project

The replacement of Naval Hospital Camp Pendleton is the largest ARRA project within the Department of the Navy. The firm-fixed price design-build contract was awarded to Clark /McCarthy, a Joint Venture for $394M. With the inclusion of planned modifications for furnishings, fixtures and equipment and for land bank mitigation credits, the total contract amount is $451M. Project completion is scheduled for January 2014.

Located on 70 acres near the Main Gate of Camp Pendleton, the new 500,000 sq-ft multilevel hospital will feature facilities to provide a variety of medical services for surgery, patient overnight stays, dental care, intensive care, and general medical and emergency care. Outpatient medical facilities, ancillary departments, primary and specialty care clinics, and support spaces are also included in the hospital. The project will include a central utilities plant, a 1,500-space multilevel parking structure, surface parking, and site development. The contract includes an unprecedented LEED Gold certification of the hospital building.




The new facility will replace the existing naval hospital located in Building H-100 on Camp Pendleton. The new 60-bed hospital will address deficiencies in the existing facility including: inefficient space utilization; shift from inpatient-based care to an outpatient-based care delivery model; non-compliance with current ATFP code requirements; non-compliance with latest seismic code requirements for progressive collapse of a structure with inpatient occupancy.

Through October 2011, more than $223 million in contracts (77% of all contract awards) have been awarded to small business enterprises. Service-disabled veteran-owned businesses have been awarded more than $157 million in contracts on the project. Clark/McCarthy is exceeding the Navy's original small business participation goals (45%) by more than $100 million.
Navy Medicine West is the sponsor of the hospital representing the Navy Bureau of Medicine and Surgery, and NAVFAC Southwest is managing the project. Since April 2009, NAVFAC Southwest has awarded 107 ARRA projects with a total value of $814 million.
