Mandatory arbitration in Israel has been suggested as early as the 1930's by Zev Jabotinsky, but was rejected by the socialist wing of the Zionist movement. In 1977 an institute for voluntary arbitration was established by the government and the Histadrut, the largest of Israeli labor unions. But unions' unwillingness to give up the power to strike, and the government's unwillingness to give up its power to direct pay policy have caused them to prefer any solution but agreed arbitration.
