It's pathetic that people are still quoting this information out of context as it it actually was missing. The money was unaccounted for, as in they didn't have receipts for what they spent it on due to incompatible financial software between different floors of the building. Virtually all of it has since been accounted for since then, and so it is therefore *not missing*.

People should look up the words of the speech, and then they'll see the rest that gets left out by conspiracy theorists!

Excellent question Mary Jane, I guess 9/11 caused that to happen. But, I wonder, people like Cheney who is a truly evil person, does he know? Why has no one investigated this ever? Even today when the Military says it doesn't want more tanks, "Abrams Tank Pushed By Congress Despite Army's Protests".
