Yeah, really a serious pollution concern unless those bags were designed to dissolve in water.
In this day and age, I wouldn't be surprised if the ad company used a cellulose-based material and food-coloring-based dye to construct the parachutes.
The little boxes are another story however. The campaign does strike me as irresponsible in that regard.
