There should be a pipe connected to the valve so the water can drain safely to a drain. Someone was lazy and cheap and did not install the "discharge pipe-line" to the drain. : - ( There would be no water mess if the pipe was there and was installed properly.

Thermal expansion.Most water systems have enough line to allow for it but i use copper which doesn't give so I had the same problem.

I have an Older BW Gas HWH that is leaking, there, too. Mine has a long pipe that runs down to just above the floor and the floor is wet. It looks like I may need to replace the copper pipe with something else but, I purchased what appears to be a "standard" replacement pressure relief valve. But, I am a bit clueless when it comes to this unit. Is it a big deal to change it? What is the sequence of preparing it for a valve change? Thanks

NOT NORMAL. You may need to replace the valve or get the tank checked for setting problems.

I added an expansion tank to the water heater -- problem solved. Apparently, the newer water heaters require an expansion tank to "collect" the excess pressure created when heating water.
