The current proposal is unworkable. First even by the Government's own admission these dynamic filters will slow down internet speeds on avg by 30%, sometime even more. The reliability of the filters is very poor, again by the Government's testing the most accurate software, would incorrectly block 10,000 sites in every million! Finally such a filter would given parents a misplaced feeling that their children are now safe on the internet. I haven't even touched the censorship!!
