Can anyone help me understand what might be causing this issue. I have replaced the analog board and it made no difference

Looks like one of VRAM banks failed.

The capacitors are blown on the logic board, there is a bad solder joint in the flyback transformer, the power supply is going bad, the crt is going bad, or the crt needs a cleaning.

That really IS a lousy display. I think the monitor's at fault here, but I'm not sure if it's replaceable these days.

Probably you should replace all capacitors in the logic board. Check my videos

well lets c. it could b bc it was discontinued in 1989.
