Yes, sir. It will definitely hurt the turtle.
The shell is bone-like keratin structure that encloses the turt's internal organs and is connected to their bones. I'm not sure about nerve endings but it wouldn't be very comfortable to have something carved onto them.
Fun fact: if you paint a turtle, it can kill them. Depending on the ingredients of the paint mixture.
Shell is their first line of protection from but it does very little against a can of spray paint or youngins with sharp objects
