Universities that produce graduates in demand should expand. Those producing worthless graduates should shrink until market equilibrium. We under produce accountants, nurses, and doctors. We overproduce history graduates.

I believe education should be financed by the higher salaries of graduates. It should be free but funded by 10% of the graduates earnings for a period of time. We need to make sure schools are producing useful graduates not graduates that would make the same regardless of school attendence.
In order for this to work the government would have to assign values to degrees. It might not be possible for a school to subsist on producing solely ART MAJORS!
