How could the army justify promoting a soldier (male, or female) who hasn't ever had to face a bullet in combat?

Clearly this BLACK WOMAN was promoted only because of affirmative action quotas which ensure we don't get the best candidate, we get the best Woman candidate.

Fact. In the USA, a mandatory male only draft still exists to this day. Young men who do not register for the draft risk a $250,000 fine and up to 5 years in prison. No such obligation exists for women. Three times in the past 100 years this has been challenged in the supreme court to include women and each time the amendment was thrown out on the argument that women soldiers are lesser quality soldiers at the best of times. 99.4% of war casualties are men, in this "male dominated" society.
