[Please note that this Esper, along with seven others have no relevance to the main story and can be obtained at anytime after a certain point in the game]

Ultima is found at the highest area of the Great Crystal of Giruvegan after completing the Giruvegan story arc (so the Scorpio Gate can be unlocked, thus explore deeper) and solving the gate puzzle to get there. The Great Crystal can be a very confusing place and you can get lost really easiIy so, a link to the map of the paths and gates are at the bottom of this description (and it can also help with finding the Omega Mark XII creature later in the game).

Anyway, I didn't know what was more annoying, the Holyja attack animation or the shifting fields... Penalo was my trump card for the battle as she's the character with the highest Magick Attack and with Ultima weak against Dark, Darkga was set a constant gambit for her. Aside that, both Penalo and Balthier (using a Magoroku, though it was the closest sword to a ninja sword I thought at first but it wasn't...) were equipped with White Mask to nullify any Holy attacks (which was the reason behind the Decoy), though that didn't stop the Reverse effect after Holyja which I came prepared with Esunga. The shifting magick fields also played a role in my gambit changes too: Souleater to replace Attack (bottom-most gambit), X-Potion to replace Curaja and Phoenix Down to replace Arise.

I recommend your characters to be at least at level 60 before facing her.
