Technically, in the movie, Hani doesn't need the CIA since he gets to Al Qaeda by this man without CIA's help. I guess, Jordanians have more experience in terms of dealing with radical muslims and have different priorities (the "never lie to me" thing) which to me confirms what is said of the real Jordan intelligence. It's said on Wikipedia they are the second intelligence organization in the world the US trusts the most after the MI6. Before, Canada, France, Japan or Israel.

I think this method CAN work perfectly, but only if ALL factors that lead to this situation work perfectly. For ex. they had to get the guy without the terrorists noticing that he is gone. Plus, what if they (in this particular moment) could not reach his mother. Plus, i doubt there would be a proper signal coverage in the desert. But overall, if details are taken care of- its all up to human psychology. They identified the feeling of guilt in him which bothers him- and they offer solution!
