the rankings take in account results from the last 4 years, that means a world cup and a continental championship.
croatia HAVE qualified for their continental championship, topping their group in 2008 (which included germany) with 3 victories and ending the tournament with a penalty shoot out defeat to turkey - which counts as a draw.
also, croatia lost only 4 games in last 4 years.

Even France coach said how come Greece Norway and Russia are before them.
It's like the WTA rankings Wozniacki is number 1 and she never even won Grand Slam
