The telecommunications sector had a government mandate...Which was followed by a government anti-mandate. Seems the government can never really make up it's mind.

Presume it didn't have a mandate, though...

Expensive services are, eventually, not used as much. Once usage wanes, the monopolizing company becomes less profitable. When the company becomes less profitable, the shareholders abscond with it's capital. It is then forced to drop it's prices.
