LOL...it's actually more simple than you might think. I'll give you a clue.... there was editing done in Sony Vegas from 2 different clips. The transition happens at 0:24 to make it seem that there is a big prison inside a small police station.

It's all custom scenery that you can download from various places..... just have to Google "RCT3 custom scenery" to find it
