Yes, there are. They are just not easy to see in the movie.
I have a an accurate, detailed Movie Masters replica of the Batpod, and the handle bars are are hidden behind hand shields.

"The Blues Brothers" was the first thing that came to mind when I watched Bruce wizzing under the Windy City tram in his Laborghini!
Someone has GOT to make a mashup of these two movies, considering the amount of over-the-top car chases in both and fact they were both filmed in Chicago.
