This is not a new device. Back in the 30's or 40's, the Octagane or Octagain Water Injector , not sure of spelling, was an addon device that sprayed a very fine mist into an engine.
Their claim was that combustion is a very dry process and needed a bit of moisture to get the most out of each fuel-air charge in each cylinder. An old man I knew had one on his all of his cars and he swore by it. I have not owned one, but I have seen ads for ir in Popular Mechanics many years ago.

"...Burn water...!" WTF?!?
How do people allways mess this up? Hydrogen is NOT water AT ALL. Haven't ever seen water burning.
