Fukushima has shown how quickly risk perception and communication even by experts can change dramatically. Our societies are built on accepting technological risks that at this stage no one is able to fully grasp.
In the talk some fundamental features of risk perception, decision-making under uncertainty and organising for high reliability are presented and consequences for individual, organisational, and societal risk management discussed.
Conclusions drawn concern designing socio-technical systems in view of limits of control and achieving safety by increasing rather than reducing uncertainties. Finally, balancing risk and safety also requires a more courageous public understanding of living with risk and forms of risk communication that support this courage instead of frightening or belittling all of us.
