    Normal processors have X86 processors. They use a lot of energy, and they heat up a lot.

    ARM is a processor architecture. It uses a lot less energy than X86, and they don't heat up as much as X86.

    ARM processors are found in tablets and mobile phones with android.

    ARM processors can be found in Android & Apple phones, set-top boxes and even hard drives. They use less power yet they are much smaller than the x86 CPU in your PC, but because of the architecture differences they can not run the same libraries. You can not run Windows 7 on your phone, it just wouldn't understand it.

    In order for this to be successful, Microsoft would need to add an X86 emulator to allow running "normal" windows programs on ARM. People like Windows for its compatibility. Without compatibility, there is no point in using Windows on an ARM computer.
