In February 2011, California Assemblymen Mike Gatto and Fiona Ma introduced a state bill, AB_768, which would endorse infant circumcision (for boys only) as having "a wide array of health benefits," despite vast scientific evidence (and common sense) to the contrary.
It would be the first ever bill to give favored legal status to forced genital cutting...
Directly violating the U.S. Constitution:
1st Amendment - Freedom of Religion: "Congress shall make no law respecting an establishment of religion." (AB_768 is specifically designed to legalize religious genital cutting, despite the numerous existing laws in place to protect children from this sexual abuse. Forced genital cutting violates the child's right to religious and bodily autonomy.)
14th Amendment - Equal Protection Under The Law: "No state shall deprive any person within its jurisdiction equal protection of the laws." (AB_768 singles out MALES only to be subjected to forced genital cutting. Female genital cutting of minors of ANY kind, down to drawing a single drop of blood from a pinprick, has been explicitly banned by the U.S. federal government since 1997. Before that it was tolerated in practice; female circumcision was actually covered by insurance companies in the US until the 1970's.)
On August 23, 2011, A California Senate committee heard arguments on AB_768. Arguing for genital cutting were: Mike Gatto, Fiona Ma, Mark Leno, Noreen Evans, the ACLU, California Medical Association, and others.
Arguing for Human Rights were several California Intactivist groups, including: NOCIRC, Jews For The Rights Of The Child, Bay Area Intactivists, and Intact Sonoma.
In a remarkably biased memo prepared by the California Senate, extensive briefs from opposition groups to AB_768, including Doctors Opposing Circumcision, were disallowed without explanation. The final memo consisted of a vast majority of biased testimony in favor of child genital cutting.
Despite the clear-cut testimony outlining why the genital cutting of children is not only incredibly harmful, risky, and dangerous, but also a grievous violation of basic human rights to bodily autonomy and protection from sexual abuse/mutilation, the California Senate Judiciary Committee, headed by an embarrassingly ignorant Noreen Evans, passed AB_768 with a unanimous 5-0 vote.
One highlight from the meeting was when Mark Leno attempted to establish purported differences between male & female circumcision, only to be left hanging by stuttering representative of the pro-genital cutting California Medical Association.

NOTE: Male genital mutilation does NOT prevent HIV. In February 2009, USAID researchers noted: "There appears no clear pattern of association between male circumcision and HIV prevalence." In 10 of 18 countries with data, CUT men were actually MORE LIKELY to have HIV. It certainly hasn't worked in the U.S. Circumcision as HIV is junk science.
