The way that "the machine side" of Boeing conducted their training was ineffective. They wanted to have contracts in place to offer a large array of curriculum to their employees.
The challenge was finding an outside company to teach the classes that Boeing instructors couldn't teach. Instead of hiring more instructors internally, the company used the external instructors that were available, giving them the flexibility to use additional instructors as needed. By breaking the subject matter down into core classes, students quickly became masters of their craft.
