Nope it's a rectangular magnifying lens made by etching multiple concentric rings in the plastic which will distort light and magnify the object on the other end. They used to have this for TV sets so people with vision problems can see TV by having it in front of their set.

put a damp cloth over the pipe to cool it off. This will allow the steam to condense into water before it hits the end, making it more efficient..

hoverbored, You don't really have to do the ultraviolet step with the clear bottle, I was just taking the extra precaution. Boiling should be enough. I kept it simple to make it easily reproduced in other parts of the world. A black metal pipe would certainly work, but you would probably not be able to monitor the boiling and keep it in the sweet spot of the focal point.
