It's a program you can download off of the Atari forums. Search Jcat's Steelworx on the Atari forums and download it. It should all unzip normally, if not, you need to copy the folder into the Style folder of RCT3 on your Hard Drive, then into Themed. It should then be in the Walls section when playing.
