So - "some PTW" are noisy? The last time I listened to a scooter I couldn't hear it. Most PTW comply with stringent noise laws. Exhaust fumes? Most PTW consume but a fraction of the fuel consumption of a car per km. So this kind of makes a mockery of that argument.
It still looks like EU haven't even considered PTW - and that fact has been noticed by the rest of the world. PTW numbers are increasing due to the fuel crisis. EU should have noticed this and factored PTW into their planning.

If Car Pooling is a way to go - why is there no mention of Powered Two Wheeled Vehicles? This video contains not one motorcycle or scooter.
As stated by FEMA recently it is common sense that 2-wheelers help reduce congestion (use of space), or else increase social inclusion by offering an affordable transport alternative when all other transport means are simply not an option, motorcycling also offers clear advantages in terms of CO2 emissions.

Car Pooling can be a solution for people far away from public transport facilities and with a relatively too long trip for walking and biking.
However, studies of the WHO shows that the impact of Powered Two Wheeled Vehicles on Health is very important as exhausted fumes are not filtered. Noise is also an issue, as in most European countries, very few regulations are applied.
