did Osama bin Laden call for the killing of women and children?

did bin Laden ever change his position and call for the killing of women and children?
(Note: It is true that he PRAISED the 9/11 attacks but he himself never called for the killing of random civilians, he was simply happy that it had happened in the same way many Iraqis were happy when Hurricane Katrina happened in America, they were happy that America was being weakened economically and suffering the way they had been made to suffer, it doesn't mean they were willing to kill all the people who died in the Hurricane, likewise Osama bin Laden wasn't calling for the killing of the people who died on 9/11 but he did say he was happy that America was attacked


One thing I forgot to mention on the video is that in the LOW QUALITY al-Sahab version of the video, Osama bin Laden LIES!!! because he claims that a Muslim scholar called QURTUBI had said that killing women and children is ok in his Tafsir, however QURTUBI had actually said the exact OPPOSITE, he actually said "even if they kill our women and children we cant kill theirs" so he said the OPPOSITE

So this means either bin Laden was LYING or the video is FAKE
