Since November 2011, Puerto Rico has been assaulted with cold temperatures. I don't use the a/c since November and is the second week of February with temperatures at the mountains of 40 degrees farenheit. I was thinking about a new ice age.

This is a suggestion (not a particularly bright one), not a reality. The balloon you show is a concept - far from reality - the picture dates back to about 2000 & it still does not exist.
Spraying water from a ballloon would do nothing but make a few clouds. Such balloons have minimal lift capacity so cant carry bulk chemicals & cant go very high.
What is being proposed is putting more SO2 into the atmosphere but it is unnecessary as the Chinese are burning a lot of high sulphur coal.
