Doesn't black eyeliner on your waterline make your eyes look smaller? I use a white liner on my waterline and it really makes my eyes look more open.

I have browbone space, but very little mobile lid showing. My eyes are small as well. If I have more browbone than mobile lid, should I concentrate MU application there?

you shouldn't tight line your eyes with black eyeliner all around if you have small eyes THAT is what makes your eyes smaller
