@thE0XEMESh In the early home system versions, He wasn't included. Some say it was because of space, others say different stuff. later in another version for Super Famicom which of course was the Japanese super nintendo, they added him and then later Sega did and everyone else.

@Blueknightex poison is a stronger version of roxy, therefore, poison is one of the few minor enemies who are as tough as a regular boss. her clone is roxy, a weaker version of her.
