am i completely wrong or is it true to some extent that your chances of winning or losing is heavily dependent on the ref?

it is true that the director has a large roll in how the bout unfolds. but as long as he is consistent the fencers can figure out what actions to use. many people freak out if the director is not calling something you like. instead try to work those calls in your favor

There's a tv in front of the ref that shows a slow-mo of the fencing.The ref can consult this before giving the hit. If you think s/he's wrong, you can 'call vide.' The ref refers to another ref who is watching a video of the fencing. The decision given after 'calling video' is the decision of the ref watching the tv, not the ref in control of the fight. I think you're allowed two incorrect calls per DE. Compulsory as of the last 64 at Grand Prixs & all World Championships, think. All weapons.
