Even if he had, his point was as I stated and it takes an incredible leap of cynicism to assume he meant that information needs to be reduced or controlled. Net neutrality at first is not going to mean what it really means right off the bat. They know that NO ONE would approve of it. So they start it out small. There is NEVER an overload of information.
