This is NOT phlebitis!! He's talking about edema, aka third stage spacing.. or Deep vein thrombiosis/ blood clots. Phlebitis is an Inflammation of a vein with an IV in it.

maybe the pressure is not the same in each leg so the slow leg develops clots and the other dont
