To get a more representative take on quarterback greatness, one needs to adjust for different playing eras and, especially, rule changes that made passing so much easier -- hence the inflated stats of the modern period. The best source for this is the statistical data produced on Cold Hard Football Facts.
I think any balanced list would have to include Baugh, Graham, Van Brocklin, Unitas, Starr, Jurgensen, Tarkenton, Dawson, and Staubach from the period before the major rule changes.

In my opinion, Montana is the best ever but I never saw Sammy Baugh. I am 61 years old and Favre is only considered great due to his longevity. I'd take Sonny Jurgensen , Dan Fouts and many others over Favre. By the way , Broadway Joe threw 173 touchdowns and 220 interceptions. Sure he won Super Bowl 3 but how can you put a guy in the top ten when he is more likely to throw an interception than a touchdown ?
