The riots weren't started by a racial incident, & there were in fact few racial incidents during the riots, but civil rights were the main underlying issue since most of the DPD was white back then & a good # were racists & too authoritarian to all citizens. Remember 'the Big 4' or more, they bopped anybody if they felt like it. The looting was done by many young whites as well as blacks & mixed groups were filmed looting on Grand. Blvd. etc. & many whites were also arrested etc.

The only salvation for Detroit is the neutron bomb. Bringing back the STRESS Squad would be a fine intermediate step, but I don't think that it would be enough to do the job.
