It could be if one considers that those without health insurance are typically those at the lower end of the economic spectrum, i.e. unsuccessful. That, at least metaphorically, mirrors those unsuccessful within the animal kingdom who are less likely to spread their genetic material to future generations, either through premature death, failure to secure a position of male dominance within the pack, less successful at finding sustenance, poorer health, etc
