Simple. Problem, Reaction, Solution.
They create a problem (False Flag terrorist act), we the people react in horror and they have a solution waiting in the wings. The patriot act, FEMA camps Iraq, Iran, etc
It was an excuse to clamp down on the freedoms of the people.
