You are 100% correct my friend, from wikipedia:
"Police and Thieves" is a well-known reggae song, first recorded in the Jamaican reggae style by the falsetto singer Junior Murvin in 1976 (Island WIP 6316), and one year later in a punk-reggae version by The Clash. Murvin's first commentary was "They have destroyed Jah work!"
I doubt very much that Joe Strummer or Billy Bragg were involved in this recording.

Joe Strummer is not singing anywhere here. I don't know who that is singing but it's neither Joe Strummer or or Billy Bragg, although that's obviously Billy Bragg you can hear speaking at certain points, before and after the song. I still dig it. Just saying, it's not Joe Strummer.
