You dont have to need steam, you need to have downloaded counter strike source non steam. the link for download is:

Download program for torrents:

Then you go to:
Computer - Local Station C:/ - Program Files -
Counter-Strike Source - platform - config
Paste te masterserver.vdf in config,
now you ready to play online

@BjReElS98 try to use gametracker copy any ip adress then paste it ina game then enter then i think it should work... at least i do the same...
