I can fix this. I have fixed several of my own. It isn't too hard in most of the time. Sometimes it is just a matter of adjusting the wire rods so they hit the 3 chime rods slightly different to let them resonate. This one is off strike a little. It wouldn't be too hard to fix. I can adjust the hour strike where the clock could strike good!
