Do you have more information on the source? As you note, it's not a “traditional duda,” but I’m wondering if the provenance could have been garbled. In terms of construction (except for the head stock) it looks and seems more like a Balkan pipe.

Hi, yes, rather strange. It has the makers mark on the chanter, then beneath that it says, "Budapest, Hungary"
It was picked up by a collector in the 60's. That's all the info i've got on it.
