On the left, Reps. Donald Flanders, Kathleen Taylor and Andrew Manuse. On the right, Rep. John Hunt and Senators Ray White and Jeanie Forrester.

Rep. Kathleen Taylor is the sole Democrat; Senator Matthew Houde was not present.

At 44:00, Rep. Manuse states his belief that state legislatures have the ability to declare federal legislation unconstitutional without the help of the Supreme Court. His going "full nullification" (as Rep. Hunt called it) is not encouraged by any other conferees.

The three abrupt shifts (e.g. at 29:00 and 58:00) are jumping over approximately 20-second gaps between recordings. And yes, the audio is low; turn it up.
