It was flying out of Boeing field as I was visiting the Flight museum next door.
Seems that it is operated by Airborne Tactical Advantage Comp. ATAC and it provides outsourced military training and flight test for the US Navy under the Commercial Air Services (CAS) contract as a subcontractor.
