There were plenty of notable black metal bands that formed in the early 90's that WEREN'T from Norway. The Norwegian scene just overshadowed everything with all the crime. Most of the bands from the 2nd wave weren't from Norway or Scandinavia in general.

@DemonosSilvast random fact of the day: i dont mean to be a dick but there from japan. and yeah they are so experimental that imaginary sonicscape wasnt considered to be black metal. they can be considered extreme progressive metal. also one of the first black metal bands to pop up in the 90s not originating from norway. also considered the first japanese black metal band. and one of the pioneers of using key boards in black metal.
