The fish are not harmed by the operation of the tank. The tank are stored in a separate chamber from the water used to operate the fish n' flush. The aquarium wraps around the tank used for the function of the toilet.
Also you would need to keep the water separate as fish could not live in chlorinated water that often is used to make the toilet work.
