Grinding also removes oil from the mill finish metal surface.
My preference is to bead blast first, inspect for rolling stress lines/striations in the surface, if I see those, then grind.
I also wipe the surfaces with isopropyl alcohol, and wipe down the filler rod, too.
I tried acetone, but it leaves an oily residue.

@CatchUpToMe Just about any welding supply store with have the half and full jacket. You can also find them online. I got this one at Praxair.

@6013welder. You should! Good metal prep is important for all kinds of welding. Welding dirty metal is like closing a zipper with your shirt tail caught in it. It will work but not as well as it should.
