2007.Jul.18--dog slaughter in south of taiwan ERA TV NEWS

Many horrible businesses illegally killing dogs for meat are located in the south of Taiwan.
This whole-sell dog meat supplier is just the tip of the iceberg, made up of a whole family of three men and a woman.

They catch and kill not only mixed breed homeless dogs but they also catch and kill pure breed dogs like Labrador Retrievers and Basset Hounds. Their business is so large that besides catching dogs themselves, they buy dogs caught by others. After they have exhaust all the local dogs, they go to other counties to catch dogs now to supply to their customers.

The demand of dog meat is so large that they kill dogs everyday and still can't keep up with order from retail dog meat shops. They sometimes don't even have time to cut up the bodies, and only boil off the dogs' hair, and sold whole carcasses to the retail dog meat businesses.

The Council of Agriculture Executive Yuan R.O.C. http://eng.coa.gov.tw/, is the federal office in charge of animal protection in Taiwan, where clear statement of its Animal Protection Act in its Laws and Regulation, says, in Article 6 of Chapter II: General Protection of Animals:
No one shall be allowed to harass, maltreat or hurt an animal.

However, when I asked this office:
How can it be not enough to prove their illegal dog killing when they are selling whole, hairless dog carcasses? It isn't even cut up meat that they can lie about its being sheep meat?!
The answer from this office is that they can not be sure there is dog killing unless there is very clear viedo record showing the killing process and that the dog killers actually admit they kill dogs.

What does the Taiwan government actually do to protect animal rights? Rescuers put themselves at risk to do the job for the government, put their own safety in danger of being discovered while collecting evidence from illegal dog meat businesses, in return, the government says that we needs the dog killers to admit they kill dogs, to decide if laws have been broken?!

How likely do criminals willingly admit their breaking of the laws?

Is it all a waste of time for rescuers who put themselves at risk and had to endure the pain of watching and hearing dogs being killed, to collect evidence of dog killing on these illegal dog meat businesses?!

Besides sitting in air-conditioned rooms, overruling the dog killing evidence from rescuers, what did the governmental workers hired to protect animal ever do? They have never came up with anything, even an idea, to stop dog meat businesses from killing dogs.
When told that rescuers will contact newspapers to report this atrocity, the office only said, so what if the newspaper prints it?!




We know there are still many such businesses all over Taiwan, but rescuers do not have the resource of governmental workers. Rescuers have only their own limited money and time, to risk their own lives, in collecting evidence of dog killings.

Our disappointment goes beyond words can express.

Please express your concern by writing to these people in charge, so the dogs killed could at least help protect the lives of other dogs still in the dangerous island of Taiwan.

My guess is they allow it, even though it's illegal, to keep the level of stray dogs low.  The government doesn't want to round up the dogs so it allows the butchering of dogs.
