President Mwai Kibaki has challenged African governments to use domestic resources to fund the development of infrastructure projects. Speaking during the opening of the a regional conference on infrastructure organized by the Institute of Certified Accountants-ICPAK Kibaki said Kenya has so far raised over 82billion shillings from its capital markets to fund various projects reducing reliance on donor funding. But as Wanjiru Gaitho reports, efforts to increase domestic revenues through measures such as the proposed value added tax bill come with serious implications, raising the cost of goods and services at a time when Kenyans are struggling survive under harsh economic conditions.
