go to the industrial site where you do the playboy mission and then go up the ladder in the middle of the crane,
really easy, but effective

at da construction site in south algonquin ( if you set a waypoint to the liberty statue and then get a taxi to the way point the taxi stops before the water. when you exit the taxi turn around and its the forst crane there)

at least the camera stays still, he prob has a tripod, something these freakin little 5 year olds never understand and so they either have a friend who doesnt know how to hold the camera still or they try to play and hold the camera themselves
