it is obvious that this guy doesn't know anything about policy , or Democracy .. Policy is a Knowledge which someone should study .. someone must know what to say , how to talk .. take care of every single word , but this guy seems to be just one of those 'HUTHALA' which are many now taking a leading position in the current government of Iraq.

Actually 3 States / Provinces means Iraq will unit more. Because now there are 19 Provinces so if we make it 3 Provinces that will make things easier!
